New York, Amsterdam, Stockholm, Berlin: Is it a good idea to cap rents for apartments? The answer depends on whether you are a tenant or a landlord.

Berlin’s housing market has seen significant rises in new contract rents for many years in a row. The Berlin rent cap law which came into effect last year puts some groups in advantage, but also hinders a natural fluctuation as well as modernization of older buildings. Instead of a rent freeze, a more effective measure to ease the housing shortage would be to build and complete the construction projects for which building permits have already been granted.

These are the findings of the recent study conducted by vdpResearch and published as part of the “vdp-Spotlight” series.
